He began his career in 1999 as secretary and auditor to the Municipal Council of Nabarniz.
He has experience in private enterprise, and worked as an administrative law attorney at the Sanz & Saiz Abogados legal practice (1999-2002) and later at Ibarrondo & Lamikiz, also as a specialist in administrative law (2002-2007). From 1999 to 2007 he acted as an adviser to various municipal councils on matters of urban planning, environmental issues and administrative law. From 2007 to 2008 he worked as an attorney at the legal department of the publicly-owned company Euskal Trenbide Sarea (ETS) and in 2008 at the publicly-owned company Bizkailur, now known as Azpiegiturak.
He was the councillor in responsible for urban planning and deputy mayor of Mundaka from 1999 to 2007, and mayor of the town from 2007 to 2013. Hw was also a member of the territorial board of EUDEL (Association of Basque Municipalities) from 2007 to 2010. In 2009 he won a seat in the Basque Parliament for the Basque National Party (EAJ-PNV), which he held until 2011. At the municipal and regional assembly elections that year he was elected as an assembly member and appointed spokesman of the EAJ-PNV group at the General Assembly of Bizkaia. From January 2013 to 1 July 2015 he was the Provincial Councillor for the Presidency and spokesman for the Provincial Council of Bizkaia.
